Open budget — is an official state web portal that complies with the best international practices in the field of public finance transparency and is a part of the platform for open data in the field of public finance Є-data.
This web portal was created in 2018 on the initiative of the Ministry of Finance of Ukraine to implement the
Concept of the Integrated Information and Analytical System “Transparent Budget”
and upon a public request.
The web portal is designed to inform the public about the budget policy of Ukraine in an accessible form so that all groups of the population understand what taxpayers' money is spent on.
The web portal creates opportunities for a transparent dialog between the government and the public on budget planning and execution at the state and local levels. Every citizen of Ukraine can find out about the revenues and expenditures of their community and take a direct part in the formation and approval of the budget.
The web portal contains the following information in tabular and graphical form:
- the structure of the budget system of Ukraine;
- information on the budget process and its participants;
- glossary of budget terms;
- a list of Spending Units and Recipients of budget funds;
- State Budget draft indicators;
- State Budget execution indicators;
- draft indicators of the relevant local budget;
- execution indicators of the relevant local budget;
- indicators on the status of debt by budget type.
BOOST analysis
— is a unique tool developed according to the World Bank methodology that allows analyzing budgets of all levels: from the community to the State, by revenues, expenditures, lending and financing.

“Budget for Citizens”
web portal and is in fact an “X-ray” in the field of public finance. It is designed to help increase the transparency of public finances and improve decision-making processes through the analysis of budget indicators at all levels by analysts and civic activists.
BOOST analysis helps to create multi-dimensional tables, conduct in-depth analysis of budget policy and analyze trends in all parts of the budget: revenues, expenditures, lending and financing. It is also a useful tool for students and professors conducting research in the field of public finance.
All data on this web portal is presented in a machine-readable format and can be downloaded through a public API.
