According to
art. 5
of the Budget Code of Ukraine, the budget system of Ukraine consists of the State Budget and Local Budgets. The local budgets include:
Budget of the Autonomous Republic of Crimea;
Regional budgets;
District budgets;
Budgets of local self-government.
Budgets of local self-government. The consolidated budget is a set of budget indicators used for analysis and forecast of the economic and social development of the country. A schematic presentation of the elements of the budget system of Ukraine is shown below (Scheme 1).

According to
art. 95
of the Constitution of Ukraine, the budget system of Ukraine is based on the principles of fair and impartial distribution of public wealth among citizens and territorial communities. The law on the State Budget of Ukraine is the only law that determines any state expenditures for general social needs, the amount and purpose of these expenditures.
When approving local budgets, the Verkhovna Rada of the Autonomous Republic of Crimea and relevant local councils must take into account the amount of interbudgetary transfers and other provisions (necessary for the formation of local budgets) approved by the Verkhovna Rada of Ukraine when adopting the draft law on the State Budget of Ukraine in the second reading.
The organisational and methodological principles for preparing budget requests by Key Spending Units (including the standard form of the budget request) are determined by the Ministry of Finance of Ukraine.
The legislation regulating the budget system of Ukraine includes:
State regulations of the Cabinet of Ministers of Ukraine adopted on the basis of and in pursuance of the Budget Code of Ukraine and other laws of Ukraine;
Regulations of bodies of executive power adopted on the basis of and in pursuance of the Budget Code of Ukraine, other laws of Ukraine and regulations of the Cabinet of Ministers of Ukraine;
Forecasts of local budgets;
Resolution on the local budget;
Decisions of the authorities of the Autonomous Republic of Crimea, local state administrations, and local self-government bodies adopted in accordance with the Budget Code of Ukraine and regulations.
